Can an individual find public records with a judges campain contributions, to prove impartiality?

I am curious if an individual can somehow find records showing who has given to a judges re-election fund, as it may pertain to proving the impartiality of the Chancellor.

Are these records bound by any law to be public record, such as those campaign funds of other elected officials?

Can the State charge for Public Records not printed?

I’ve been reading around and it appears that the state can charge a fee for public record copies, which seems mainly oriented to paper records. However, my state (Oregon) offers a CD-ROM of public records for new business listings for $50 each month.

This is hardly a “minimal fee”, and from what I read the cost of this CANNOT be for the labor or preparation for the record, simply only the cost of creating the copy.
